According to 10tv, the answer is YES, Social Security benefits will still be sent out if the government does shut down so there is little to worry about.

Your payments will not be affected because Social Security, Medicare and Medicaid are all considered mandatory spending and isn’t subject to annual appropriations from Congress. 

Other things such as benefit verification and the sending out of new Social Security cards will be shut down until the government re-opens.

The longest the government has ever shut down in history was Dec. 2018 to Jan. 2019.
